§ 1-16. Application.

The city manager is hereby directed to utilize the goals as outlined in section 1-15 in all aspects of city operations, including, but not limited to, planning, residential and commercial development, site and plan review, employee recruitment, retention and training, municipal services and service delivery, interlocal agreements, contract negotiations, standard operating policies and procedures, drafting of ordinances, finance, budgeting, public safety, building codes, zoning, and infrastructure needs.
