§ 1-17. Conflict.

The goals as outlined in section 1-15 shall be the driving force for both the city's immediate plan and the development of the city's comprehensive plan. As such, the goals shall take precedence over all other ordinances of the city. All ordinances and parts of ordinances in conflict herewith shall be and the same are repealed. If any part of this article conflicts with any other part, it shall be severed; and the remainder shall have the full force and effect and shall be liberally construed on the part of the city.
