§ 2-149. Alterations or modifications of contracts.

Where, in the opinion of the department head and city manager, it becomes necessary
for the prosecution of any work or improvement under contract to make alterations
or modifications in such contract, such alterations or modifications may be approved
by the city manager that have a net aggregate fiscal impact of the greater of five
thousand dollars ($5,000.00) or five per cent (5%) of the original contract price
without receiving prior city council approval. Once change orders authorized by the
city manager are approved by the city council, the fiscal amount of such change orders
shall not be considered in calculating the five-per-cent limitation. Change orders
in excess of five per cent (5%) of the original contract price must be approved in
advance by the city council.
