§ 2-142. Award to other than low bidder; tie bids.

When the award is not given to the lowest bidder, a statement of the reasons for placing the order elsewhere shall be prepared by the department head and signed and filed with the other papers relating to the transaction. Award of all tie bids shall be made upon the consideration of the factors set forth in section 2-141 above.
