§ 7.07. Emergencies.

In case of accident, disaster, or other circumstance creating a public emergency, the city manager may award contracts and make purchases, which otherwise would be beyond the scope of his authority, for the purpose of meeting the emergency, but shall file promptly with the council a statement describing the emergency and explaining the necessity for such action, and an itemized account of all expenditures.
