This article and the impact fee studies shall be reviewed by the council at least
every three (3) years. The initial and each review thereafter shall consider new estimates
of population and other socioeconomic data, changes in construction, land acquisition
and related costs, and adjustments to the assumptions, conclusions or findings set
forth in the studies adopted by section 8.5-24. The purpose of this review is to evaluate and revise, if necessary, the police impact
fee and fire impact fee to ensure that they do not exceed the reasonably anticipated
costs associated with the improvements and additions necessary to offset the demand
generated by the impact construction on the respective systems. In the event the review
of the article required by this section alters or changes the assumptions, conclusions
and findings of the studies adopted by reference in section 8.5-24 or alters or changes the amount or classification of the police impact fee or fire
impact fee, the studies adopted by reference in section 8.5-24 shall be amended and updated to reflect the assumptions, conclusions and findings
of such reviews and section 8.5-24 shall be amended to adopt by reference such updated studies.
