§ 7-2. Accumulations prohibited.

It shall be unlawful for any person to permit any garbage or other refuse of any kind that is stored or otherwise is offensive to public health, or that is a menace to the welfare of the city, either by reason of danger by fire or otherwise, or stored in such a manner to create a threat to the public health, safety and welfare, including decaying solid waste or the harboring of rodents or insects, to remain upon the premises of such person or upon the public rights-of-way adjoining such premises.
