§ 7-11. Rummaging through refuse containers.

It shall be unlawful for any person to remove any item placed in a refuse container, including refuse placed in a refuse storage area, or refuse placed at the street for collection with the following exceptions:
(1)

The property owner or occupant has the right to remove items from refuse containers located on the property.

(2)

The city's franchise refuse collector and properly licensed commercial recovery materials dealers that have contracted to collect source-separated, commercial recovered materials from said location.

(3)

Law enforcement officers performing law enforcement functions.
