Before any building or construction permit shall be issued within the city, the applicant
must provide the property involved with adequate drainage facilities for drainage
of water from said property and from adjacent property, in the event ditches or natural
drainage flows have existed in the past or exist at present over said property upon
which the applicant proposes to obtain a building permit. In the event of the obstruction
of said natural drainage flow, or the ditches that may be on said property, it shall
be incumbent upon the applicant to make necessary arrangements for draining the water
from said property and from adjacent property before a building permit shall be issued.
In addition to the above, where applicable, the provisions of city Ordinance No. 80-1,
as amended, (Surface Water Runoff Control Ordinance) shall apply.
