The intent of the city council in adopting this code [article] is to establish reasonable
and uniform regulations for the adult entertainment industry that will protect the
health, safety, property values, and general welfare of the people, businesses, and
industries of the city. It is not the intent of the city council to legislate with
respect to matters of obscenity; such matters are regulated by federal and state law,
including Chapter 847 of the Florida Statutes.
