A council member requesting that an item for consideration be placed on the agenda
shall submit to the city manager, prior to the agenda deadline, for distribution with
the copies of the agenda, such explanatory and other supporting material as he believes
will sufficiently inform the remaining council members, the city manager, and the
city attorney of the matter in issue in order to enable each of them to give the matter
due consideration and to provide an opportunity for each of them to conduct such further
research or inquiry as they may deem necessary for the purpose of preparing to vote,
discuss, or express opinions on the matter, as the case may be, at the meeting. The
city manager may supplement such supporting material in his discretion and may recommend
for or against the proposed action.
