§ 2-217. General conduct of council members.

  • During council meetings, council members shall preserve order and decorum and shall neither by conversation nor otherwise delay or interrupt the proceedings nor refuse to obey the proper orders of the presiding officer or the rules of the council. Every member desiring to speak shall address the presiding officer and, upon recognition by the presiding officer, shall confine himself to the question under debate and shall avoid all personalities and indecorous language. A member once recognized shall not be interrupted while speaking unless called to order by the presiding officer, or unless a point of order is raised by another member, or unless the speaker chooses to yield to questions from another member. Council members shall conduct themselves so as to bring credit upon the city as a whole and so as to set an example of good ethical conduct for all citizens of the community.
