§ 2-216. Discussion.

  • Each council member shall be allowed to speak at least once on any subject properly before the council. The mere direction by a council member of a question to the presiding officer, the city manager, or the city attorney shall not constitute discussions for this purpose. No member shall be allowed to speak more than once on any subject until every other member choosing to speak shall have spoken. There shall be no limit on the length of time that any member may speak, provided that when any member shall have spoken for more than five (5) minutes, any other member may request the floor; any refusal by the speaker to yield under such circumstances shall be resolved by vote of the council. The order of debate or discussion shall be determined by the presiding officer, who shall have the same right as any other council member to participate in debate or discussion and to vote.
