§ 2-202. Scope of rules.

All questions of order within the scope of these rules shall be governed by these rules. All questions of order which are not within the scope of these rules and which must be resolved in order for the business of the council to be conducted shall be governed by "Roberts Rules of Order, Newly Revised."
