§ 20-169. Obtaining service.

  • (a)

    Application for connection to adjoining distribution main.

    (1)

    Reclaimed water service can be applied for by completing and signing an application form. These forms will be available inside the community development department located at city hall. Connection and impact fees must accompany the signed application form.

    (2)

    Applications for reclaimed water services must include a drawing showing the proposed onsite irrigation system. If an irrigation system is proposed, it will consist of an underground system with permanently placed sprinkler devices. All systems including sprinkler devices and materials must be approved by the city engineer. The irrigation system will be complete, tested, and approved prior to connection to the city system. Temporary systems will not be considered for connection. If an applicant already has an irrigation system, it must be inspected by the city engineer to ensure it is working properly.

    The city will attempt to the best of its ability to deliver an adequate supply of reclaimed water of good quality at all times. However, no guarantees will be provided. Therefore, the customer will be required to complete a hold harmless agreement as part of the application for the connection.

    (b)

    Cross connection control.

    (1)

    To contain cross connections and preserve the safety of the city's potable water supply, a backflow prevention device is required to be installed on the applicant's potable water service line prior to the start of reclaimed service. It shall be the responsibility of the applicant to furnish and install the backflow prevention device. If an applicant already has a backflow prevention device installed, it must be maintained and tested by the customer on an annual basis to ensure the safety of the device and its intended purpose. If the customer fails to test the device as required, the city may have the device tested and have any necessary repairs performed. All actual costs incurred by the city in the testing and repair of the device shall be the customer's responsibility and added to the monthly utility bill.

    (2)

    In all premises utilizing the reclaimed water service, there shall be no cross connection between such non-potable supply and the consumer's potable water system. Where an improper or unprotected cross connection exists, it shall be disconnected by the customer. If the customer fails to disconnect immediately, the city will immediately discontinue service at the point of supply. Before reconnection of service is granted, the public water system shall be protected against the possibility of future illegal cross connections, and accepted by the city. Additional devices may be required as specified by the city engineer and installed at the customer's expense.

    (3)

    To determine the presence of any potential hazards to the public potable water system, the city shall have the right to enter upon the premises of any customer. Each customer of reclaimed water service, shall, by application, give prior written consent to such entry upon his premises.
