§ 20-141. Purpose/intent.

  • (a)

    The purpose of this article is to provide for the public health, safety, environment and general welfare of the citizens of South Daytona through the regulation of nonstormwater discharges to the City of South Daytona's municipal separate storm sewer system to the maximum extent practicable as required by federal and state law. This article establishes methods for controlling the introduction of pollutants into the City of South Daytona's municipal separate storm sewer system in order to comply with requirements of the National Pollutant Discharge Elimination System (NPDES) permit process. The objectives of this article are:

    (1)

    To regulate the contribution of pollutants to the City of South Daytona's separate storm sewer system by any person;

    (2)

    To prohibit illicit connections and illicit discharges to the City of South Daytona's municipal separate storm sewer system and prevent nonstormwater discharges, generated as a result of spills, inappropriate dumping or disposal, to the City of South Daytona's municipal separate storm sewer system; and,

    (3)

    To establish legal authority to carry out all inspection, and monitoring procedures necessary to ensure compliance with this article.
