§ 20-121. Definitions.

  • For the purposes of this article, the following definitions shall apply; words used in the singular shall include the plural and the plural the singular; words used in the present tense shall include the future tense. The word shall is mandatory and not discretionary. The word may is permissive. Words not defined herein shall be construed to have the meaning given by common and ordinary use as defined in the latest edition of Webster's Dictionary:

    Actual retention volume (ARV), for any particular site it means the actual on-site retention storage volume in cubic feet plus one-half, if any, of the actual on-site wet detention treatment volume in cubic feet.

    Developed property means that which has been altered from its natural state by the addition of any improvements, such as a building, structure, impervious surface, change of grade or landscaping.

    For new construction, a property shall be considered developed pursuant to this article:

    (1)

    Upon issuance of a certificate of occupancy, or upon completion of construction or final inspection if no such certificate is issued; or

    (2)

    Where construction is at least fifty per cent (50%) complete, and construction is halted for a period of three (3) months.

    Director of finance means the director of the finance department or his designee.

    Equivalent residential unit (ERU) means the average impervious area of a single-family residential unit within the city. The value of one (1) ERU is hereby determined to be two thousand (2,000) square feet.

    Fee reduction multiplier (FRM) means the percentage factor which is multiplied by the gross stormwater utility fee to obtain the net stormwater utility fee which is chargeable to a nonresidential property due a stormwater fee credit. It is derived using the formula (1-SCR).

    Nonresidential property means any lot or parcel not exclusively residential as defined herein, including apartment buildings, condominiums, and transient rentals such as hotels and motels.

    Residential property means any lot or parcel developed exclusively for single-family residential purposes, including single-family homes, manufactured homes, and duplexes.

    Site contribution ratio (SCR), for any particular site it is the ARV divided by the SRV, usually expressed as a percentage.

    Standard retention volume (SRV), for any particular site it means the amount of on-site cubic feet of storage capacity required to hold one hundred per cent (100%) of the stormwater runoff generated from the impervious area by a twenty-five-year, twenty-four-hour storm event. It is determined by taking the impervious area of the site in square feet, adding to it one-half (½) of the pervious parking area, if any, in square feet on the site, adding the two (2) items together and multiplying the result by .79 (which is a factor representing the amount of rainfall typically produced by a twenty-five-year, twenty-four-hour storm event in the South Daytona area (9.5 inches, or .79 feet)).

    Stormwater system standard means the same thing as the term "standard retention volume."
