§ 20-40. Miscellaneous fees and charges.

  • The following fees and charges for after-hours turn-on at customer request, a returned check, testing and initial water connection shall be levied where applicable:

    Pressure tests, chlorine tests—New construction. State law requires testing of new waterlines, and such testing requires the use of city water. The contractor, owner or developer shall pay applicable water rates as established in section 2032 above for all water consumed during such testing.

    In addition, should testing require assistance from city employees in any manner other than normal inspections, the contractor, owner or developer shall pay the city a fee equal to twenty dollars ($20.00) per man-hour for normal working hours and thirty dollars ($30.00) per man-hour for overtime working hours. The city, however, shall not be responsible for conducting such tests.

    Initial water connection for new service:

    a.

    Water meters shall be issued for new construction before the building or units receive certificates of occupancy from the city as part of the final inspection. However, a contractor, owner or developer will have the use of a working water meter during construction in accordance with rates established in this article.

    b.

    In lieu of subsection 20-40(4)a. above, a contractor, owner or developer may request water meters to be installed by the city as the project progresses. In the event this option is chosen, and the water meter is damaged, broken, removed or moved and installed at another location by the contractor, owner or developer, or by one (1) of his employees, agents or subcontractors, the contractor, owner or developer shall be responsible for the repair or replacement of the meter by the city, including applicable labor charges of twenty dollars ($20.00) per man-hour or portion thereof and thirty dollars ($30.00) per man-hour or portion thereof for overtime hours.
