Section 3 of Ord. No. 84-17, passed and adopted Aug. 28, 1984, repealed the provisions formerly codified as § 20-19, which derived from Ord. No. 81-29, § 1(20-5), enacted Sept. 22, 1981, and which pertained to the imposing of the impact fee, when said fee was payable, and providing a penalty for nonpayment.
