§ 20-18. Fee schedule.

  • There is hereby imposed an impact fee based on the city council's determination of the equitable portion of the cost of financing the expansion of the systems upon the development responsible for the need for additional system financing. The water service impact fee proceeds shall be reserved for supply, transmission, storage and distribution. The sewer service impact fee proceeds shall be reserved for interceptors, force mains, sewer mains and pump stations.

    The fees, which shall be paid prior to building permit issuance, shall be as follows:

    (a)

    Water impact fees:

    (1)

    Each single-family dwelling, a fee of six hundred twenty-five dollars ($625.00).

    (2)

    Each multifamily unit, including condominiums and apartments, a fee of six hundred twenty-five dollars ($625.00) per unit.

    (3)

    Each motel and hotel sleeping unit provided with bathroom facilities, a fee of five hundred ninety-five dollars ($595.00) per unit; if such unit has kitchen facilities, a fee of six hundred twenty-five dollars ($625.00) per unit.

    (4)

    No water impact fee shall be charged for the installation of a separate city-water irrigation meter provided that a regular city-water meter already exists on the property.

    (5)

    All other plumbing installations to property not provided for in subsections (1) through (4) above, a fee of sixty-five dollars ($65.00) per fixture unit as defined in the plumbing code of the city which adopts the Standard Plumbing Code.

    (6)

    Permits issued upon payments of the fees as provided in subsections (1) through (5) above shall be valid for a period of six (6) months, at which time they shall become void, and the fees paid therefor shall not be refunded if construction has not commenced. If construction pursuant to the permit is commenced within six (6) months of the issuance, permits shall remain valid only so long as the construction is diligently pursued to completion; and failure to do so shall void the permit, and the fee shall not be refunded.

    (b)

    Sewer impact fees:

    (1)

    Each single-family dwelling unit, a fee of six hundred twenty-five dollars ($625.00).

    (2)

    Each multifamily dwelling unit, including condominiums and apartments, a fee of six hundred twenty-five dollars ($625.00) per unit.

    (3)

    Each motel and hotel sleeping unit with bathroom facilities, a fee of five hundred ninety-five dollars ($595.00) per unit; if such unit has kitchen facilities, a fee of six hundred twenty-five dollars ($625.00) per unit.

    (4)

    All other plumbing installations to property not provided for in subsections (1) through (3) above, a fee of sixty-five dollars ($65.00) per fixture unit as defined in the plumbing code of the city which adopts the Standard Plumbing Code.

    (5)

    Permits issued for connection to the sanitary sewer system upon payment of the fees provided in subsections (1) through (4) above shall be valid for a period of six (6) months after which the permit shall become void and the fees paid therefor shall not be refunded if construction has not commenced. If construction is commenced within the said six-month period, the permit shall remain valid only so long as the construction is diligently pursued to completion; otherwise, said permit shall become void, and the fee shall not be refunded.
