§ 1-13. Service charge on permit refunds.

The city department which issues a permit for which a refund is claimed pursuant to the preceding section shall, before making any such refund, retain and deduct therefrom a sum equal to ten per cent (10%) of the amount originally paid for the permit, which sum shall constitute a service charge and shall be paid into the city treasury.
