§ 10-9. Drainage; obstructing or changing.

  • It shall be unlawful to obstruct any canal, drain or water course, or to damage any canal, drain, ditch, levee, lock, reservoir, canal bank or any other instrumentality used as a natural or artificial receptacle for water or course of drainage of surface, or other drainage water, within the city, thereby causing the water or drainage to be restrained, back up and/or flow upon the land of another, or obstructing or changing the usual course of flow of drainage.
